Default Fan Belt Help

I have a really old fan, it must have been built locally or, its a very interesting design and the fan has no functionality because the motor spins at maybe 10rpm, so its not really moving any air at all. But I do wish to get it working again, my problem is the motor runs and everything but I need to find a new belt, I tried to rig somethign on there but what I used is to elastic and it doesnt grip very well. The distance between the motor and the fan drive is probably inches and they both have about a 3.5" diameter, do you have any suggestions as to what type of belt to use for this? it would have to be round to fit into the groove, is there a site that just sells small belts like this? or should I just go to home depot and look around for a while...any suggestions would be gratefully appreciated

well I left out the pulleys are about 4 inches apart, well I guess its just a direct drive because its just the motor and the fan shaft....this is a ceiling fan and its all encased, which makes it a real hoot to take it apart and off of the ceiling...
