GE Model # wwse6260b1ww Making Grinding Sound

My washing machine makes a grinding noise when starting the spining cycles. I have taken the front panel off and can see the motor working but the belt isn't turning. I can see that the part that has the belt (sorry I don't know the parts name) is trying to work and this is what is making the grinding sound.
