Default Standing water
a repairman took out my dishwasher to put in new cabinets. water was standing in it for about 4 weeks. now it doesn't work at all. he said it is old and quit. i say it quit because water was standing for so long. who is right?

You both are right. Anything can happen with an old machine, and standing water in it didn't help any at all.
