Arrow 3 wire - 4 wire ?

Probably a simple question hopefully -

My Outlet is a 3 wire, I have the 3 Wire cord, My dryer looks like it has the extra green fror a wire, Do I connect to this to 1 of the 4 or Do not connect it at all ?
