Default No final spin. But works in diagnostic mode!

I have a LTF2140ES3 front loader washer. Which is not draining out the last of the water. The pump is working fine, but it doesn't spin that final high speed spin. It does properly agitate during the earlier cycles.
I went though the diagnostic mode and everything works. It does spin in that mode. After I went through the 7 settings it gives me a code of what appears to be 46 which in the tech data sheet says to replace the control board. What exactly is the control board? Is it the main board where the switches and buttons are or is it the board down by the motor? And why would it work fine in Diag mode but fail during regular washing.
Is there anything else that you may know of that would cause this? Anyhelp is great. Thanks Dave

after looking further into this problem I found the tech service manual online and it shows the speed control is the one by the motor and the control panel is the console.

Hi Dave,

The control board is located inside your console, its the main board with the switches and buttons.

Because its still spinning fine in all the other cycles except the last high speed spin, so the control board is malfunctioning telling it not to spin in JUST the final spin.
