No, your not understanding me, this is a addon kit, they don't install them when your refrigerator is built, This is a very rare issue to happen, thats why. Trust me I've installed a couple and it does work.

Jake,
Got it. There is currently a plastic sleeve in the drain pass-through between freezer and fridge ceiling, surrounded by Styrofoam insulation, behind and separate from the air duct. I thought this part number you gave me was a replacement part. The drain trough mates neatly with the top of it. But the current part is short and ends somewhere in the foam pass-through. I read that this new part might be longer.
I went ahead and ordered the ferrule. Do I replace the current sleeve with this, or does it add onto the current part?
After some more reading and searching for similar discussions on the ferrule, I think I realize how the water is leaking through. Most discussions talk of warped Styrofoam parts that are allowing water around them. There is a plastic wall in the control housing separating the air duct side from the drain side. I can see a small gap between the foam air diffuser and the plastic wall - looks to me the plastic wall isn't straight. Water must be coming down the rear drain duct, but doesn't drip straight into the drain cup due to the water surface tension. So the water wicks around and dumps right where the gap is by the diffuser and ends up on the top shelf.
Could anybody help with my other question:
There is a front lip to the drain trough, and there is a bottom lip on the freezer interior back panel that is stamped toward the rear of the cabinet. When I reassemble it, should the bottom lip of the panel fit inside of the drain trough, such that the trough lip is visible from the freezer and the panel drains to the trough? Or should the back panel just fit over everything, so that the bottom lip of the panel fits below the drain trough?

I did some googling and found a service bulletin for the exact issue I'm having. Actually there were two bulletins, one is a band-aid, the 2nd is the longer ferrule fix. The longer ferrule is just slightly taller.

Yes, its been many years since I've installed that ferrule kit so I can't remember anything about that other question you asked above.
But the ferrule kit should fix it.
