Front load washer Spins in all cycles, but only Agitates in Delicate cycle

New problem discovered this week. My Frigidaire front load washer does not agitate in Regular and Perma-Press cycles, but it does go through the Spin cycle properly. Everything works fine in the Delicate cycle. I'm guessing that it could be the timer, but would like your opinion prior to making that investment.

Set the timer to tumble and disconnect both the six and ten pin plugs from the speed control board. Measure the voltage between pin 5 of the six pin plug to pins 1-2-6-9- and 10 of the ten pin plug. If pins 2-6- and 10 read 120 VAC and pins 1 and 9 read less than 50 VAC, replace the speed control board. Any other readings, replace the timer.
