Default Frigidaire stacked top load washer/dryer, won't spin

Hello, I have a Frigidaire stacked top load washer/dryer
Model # FEx831CSO It's fairly new, maybe 2 years old.
The washer will fill and empty fine but whenever the tub motor is supposed to go on (ie spin or agitate) the motor makes a soft hum for 15 seconds then the over heat protection must trip, the whole show stalls there.
If I take the belt off the transmission spins freely in either direction. Then with the belt off, if I turn the timer to a spot where the tub motor is supposed to go on, the tub motor just hums until the heat protection triggers. If when the tub motor first tries to start I spin the drive pulley on the motor it will start up running normally. There seems to be 120 volts on the m5 wire on both sides of the start capacitor to ground. Is this likely the motor or is there a way to test the motor controller outputs definitively.

Read the wire diagram and/or add a test cord directly to the motor harness and plug into the wall outlet as a test to eliminate the controls to try the motor only.
