Default Frigidaire Model PLEF398ACA - Hot Element Indicator Message

Our Frigidaire Electric Range has one burner control that displays the Hot Element Indicator Message "HE" all the time now. Prior to yesterday, it has taken a day or so for the message to go out until the next time the burner is used. This unit is 4 years old and has not had any problems since the first month of service when just about everything went wrong and was replaced.

Where do I start? I am not sure what part that may need replaced.

From the diagram in the link, it is item 15B (largest single burner).
