Default GE Nautilus will not continue after water is filled

My GE Dishwasher (model GSD2230F00WW) started to have problem of not cycling after water is filled. I seldom use this unit, and I run it only to keep it clean once a couple of month. It appears that the motor is stuck. Someone already pointed out that this problem could be resolved by spinning the motor fan.

But I cannot see the fan, I can only see the motor.

Can someone to help me identify the location of the motor fan? Diagram or picture is higly appreciated.

Thank you very much

If you are not able to get it going by flipping the motor cooling fan I have another way...Take out the lower rack and then scoop all the water you can get out of the bottom of the tub..Use a baster to make sure you get it all...Boil about a quart of water and then pour it down the center wash arm...Close the door and start the machine...Should take right off..If not do the whole process again...Jim.

After nearly one year's Procrastination, I am finally determined to try to put a buck of boiling water in the hole of center arm since the dishwarsher stinks now due to a long time usage stop. It worked after I poured the boling water into it. Thanks for the valuable advice that saved me several hundred bucks. I thought about to replace it with a new one.
