serial # TD701623W
The dryer tumbbles and moves as normal but is does not heat up at all. Is it maybe the heating element?

I'd first check your voltage at the back of your dryer were your power cord connects to it, if your not getting 240 volts access the outside 2 terminals on your terminal block(Red & Black), middle terminal is White(neutral) then its a voltage/breaker issue.
If thats ok, then I'd ohm your heating element for continuity.
