Question GE gbs22hcpaww damper door issue?

Hey guys, awesome forum yet again!

I've got a top fridge that's hot, and a bottom freezer that's nice and cold. I unpluged the fridge and started removing panels in the freezer in hopes of finding some frozen coils or passageways. no luck. So I went to the top fridge portion and removed the back ducting and saw that the damper was open. So I reinstalled everything and plugged it in. I checked for cold air flow on the fridge duct and it was good. Well I guess the damper door closed and then wouldn't open because next time I opened the door (5-7 min later) there was no air flow. I know the damper closes after the door is open X-seconds, but it should be open within the first few seconds of opening the door if the fridge hasn't gotten down to temp yet.
So I removed the fridge duct again and hand forced the damper door open, (gently of course) now since everthing is back installed, the damper won't close no mater how long I leave the door open.

My question is this:where do I trouble shoot next, and how?
And one more... am I on the right track?
