Default GE Refrigerator Side by Side Frost on the freezer coil

Hello,
I have a GE Side by Side refrigerator three years old (Model#GSS25SGMD BS), which I noticed not cooling well in the fridge area and some items in the freezer was kind of defrosted. After reading on this site, I opend the back wall inside the freezer and found the coil was plugged up with frost (it was like a wall of ice). Fan was working. I used a hair dryer and melted everything and now turned on the system.
Is this a frost free failure??? How do I troubleshoot the problem?
How do I test the defrost timer? where is it located?
Looks like the defrost heater coil is like the heating rod in the toast master. I found there was a plastic tie wrap next to the heating coil was burned half of it.
I will take any suggestion to fix this problem.
