Default frig may not be cooling enough

i have a new ge top mount 16cu frig, its like a small apt frig, cheap no ice maker.... when setting the temp it has only one dial inside the frig part that goes from 1-9, 5 is the mid i guess, when i set the dial to about 7 the frig is 37 degrees and the frezzer about 15-20 degrees, if i turn it up colder the frig gets below or right at freezing thats not good, is 15-20 degrees in the freezer bad? what should i do?

The normal freezer temps should be between 0-10 degrees.

37 degrees is good for the refrigerator section.
