Default GE side by side fan in freezer ticks, but does not rotate

It is a GE model#GSL25JFRF BS.

Noticed noise coming from refrigerator, after opening freezer and moving everthing aside, saw that the fan in the back was clicking and moving just a lil bit forward. Is this the evaporator fan? What should I do next?

Thanks in advance.

Jeff

After further inspection found that ticking is coming from a blue plug on the motherboard.
