Default A central A/C

hi all
i have A central A/C and i realized the fan of the out unit not working
and i look around this unit i found there is smal wire is cut..
i don't know what i do . i need help or digram .to fix this problem
and ur advice.specialy this wire is cut from the unit.
i mean if i want back it i need to open the unit cover..
so plz advice..

Most of the time the outside unit stops working do to a blown fuse in the disconnect panel next to the unit screwed to the house.the cut wire could be a ground wire, according to code all wires leading outside to the ac should be in conduit.what brand of ac,how old is it and what color is the wire and where is it located?
