Default Neptune electric dryer, no heat

Thought I had this fixed several weeks ago and just got around to testing it. Still no heat. What I have done so far. The heating coil checks good and shows good continunity, no grounding or no short. The left black wire to the coil is only showing 11.8v while the right coil wire is showing 123v. What I have changed on this unit so far is a new circuit board, new motor, the terminal block in the rear where the cord hooks up is new as the old one got hot and the wires melted in two. That is where the unit failed and caused all these problems. I rewired the back with new terminals and bought a new cord. The same old original problem was low voltage to the left black heating element wire. With a new motor which included a new switch for that wire, I don't know why that wire is only getting 11.8 v. Any other components in that line that is restricting voltage? Thanks, Bill

Hi Bill,

I'm not sure I'm following you so I would like you to check something for me if you don't mind. I see where you said you had to replace the terminal block and cord. With the dryer pluged in, use your volt meter and take a reading at the terminal block between the center wire and the wire on the right and then again between the center wire and the wire on the left. Let me know what you get. I'll need your model number.

Jake or Rick if either of you can come up with something let me know. It's puzzling why that black wire to the heat coil is not 123v. I think it comes off the motor aand that is brand new.
