The evaporator fan is inside the freezer, you probably mean condenser fan, thats in the back next to the compressor.
Ok, so if the compressor and both the condenser fan and evaporator fan are all running and its not freezing inside the freezer but just cool, that means you have a sealed system/compressor issue that you'd need to get a tech. to come out for that, thats not consumer serviceable.

The freezer is working very well-setting on 4 and ice cream is rock solid. I've watched the damper open and close, both fans turning. Do you think it is still the seal?

What seal? I didn't mention a seal.
Check your door gaskets to make sure they are sealing tight against the cabinet when the doors are closed. Make sure there is no rips in either door gaskets.

STILL warm
Jake,
I checked the gasket seal around the doors and all is fine. The Evaporator coils appear fine, fan working, damper opening and closing, condenser working as well as fan. I do not feel any air coming from the damper with the fans turning. The freezer is at 4 setting and freezing ice cream well. The refrigerator is at 2 (had it at 4 before) and still warm. What else might it be?

Tell me exactly what they looked like. If possible, take a picture of the coils and post it here. Once I see the coils, I'll be able to tell if they're fine, if there's a defrost issue , or a sealed system issue.

Depending on the conditions when those pictures were taken; If you took the pictures when the compressor was running and you didn't manualy defrost it, the evaporator is starving. That indicates a sealed system problem. They should be white with a very light coat of frost on all the coils.

Rick, I took those pictures after unplugging fridge and getting back off and all had defrosted. i am attaching new photos that show coils without unplugging unit at all. I also noticed that the evaporator fan was not spinning with or without fridge doors open. When I spun the manually, it kicked in and was spinning on it's own but not much air. It did stay on. Here are photos.
