I have a Maytag (Model RSW2700DAE) side by side. The ice maker is working fine but the flap is not opening to dispense the ice. Is this a solenoid issue???

Yes, always order the pc board when you order the solenoid, as they work together.

Jake is correct, but I would take the dispenser apart first and inspect the plastic housing where the solenoid sits. I've seen the solenoids get so hot it melts the plastic housing. Sometimes to the point of replacement.
