Default GE Snorkle Fan - Model #JVB96SA

I have to replace the up/down switch assembly on a GE snorkle fan but am not sure how to access it. The model number is JVB96SA and it is number five on the Sears diagram.

Does anyone have a clearer explanation than the diagram on how to replace the switch?
