Default What's the skinny on rapid-heat electric burners?

I remember reading something about electric burners that give "instant" heat and present a cool surface soon after shutting off. Is that infrared or is it called something else?

I'm guessing there's no free lunch here, that these are either expensive, don't get as hot as regular burners, or both?

Yes, thats a basic glasstop range, it cooks very well, but not good for canning, unfortunately.
