Default oil in suction line

In my country there is no strict law about discharging of refrigerant in the atmosphere.
whenever i am purging a fridge, i would cut off the suction line about 3-6 inches from the motor,remove the filter/drier from the system then solder back the end of the capillary tube which was attached to the drier to the condenser inlet.
The fridge is then plugged in. and motor running.Every five or so seconds i would use one of my fingers for about ten seconds and cover the end of the suction line which is attached to the evaparator, after repeating this for about five to eight times,i would notice some amount of oil on the tip of my finger but the amount become less and less each time i repeat the process until there is no visible sign of oil.
The drier is then replaced, the suction line soldered back and the appropriate amount of gas is entered into the system,i would then observe the operation of the system for about an hour .
Recently ,i was working on a fridge and after going through the above process there was no cooling taking place ,so,i was disappointed and became curious which led me to cut the suction line back at the same spot with the motor running and drier on,i put one of my fingers on the same spot on the suction line and i could see quite a lot of oil on my finger tip!!
what is going on here and how to mend it??

The oil is probably mixed with some metal dust and it's very hard to purge at this point. I'd say replace the cap tube, maybe compressor and purge evaporator and condenser.
