Default Sub Zero 532 - what's this part

Our Sub Zero 532 recently started making a noise which I thought was coming from the fan but seems to be coming from the part in the attached pictures. It has a small window and it appears that it has some moving parts inside. What is this part and what does it do (it located near teh fan on top of teh fridge)? The freezer portion of the fridge has been acting funky (not freezing al the time). Could this part be the cause of the problem.

Is this fridge worth servicing/fixing? The fridge is prob. nearing 25 yrs old.

Could be yes, would have to be investigated. I'd clean/check the hot condensor coils first and make sure the coils are clean all the way through.
