Default R-F burner not heating on Kenmore 790.9621340C

I have a 2 yrs oldKenmore 790.9621340C ceramic glass cook electrical range that's having problem.
The inner burner on the R-F dual burner has stopped heating, the outter burner is working fine.
When the knob is turned, the light does indicate it is on but the inner burner simply will not heat up.
I have taken the 2 screws holding the ceramic top in place off and pivot the top to take some measurements.
I think the R-f element is getting voltage but not sure why it's not heating up.

Hi,

That inner burner element may have a small fracture/break in it, causing it not to come on when voltage is applied to it.

Here's the R-F element for your model:

Jake, thanks for the quick reply. My hunch is also telling me it's the radiant element that's broken.
BTW, do you know where I can find the wiring diagram for the radiant element??
I would like to know what each wires are for just I can understand how the radiant element work.
There are a total of 5 wires for the dual radiant element, 1 is black which I assume it's ground, the other 4 wires, am I correct to assume 1 is for the small burner and the other is for the big burner and the 2 remaining are for ohm/resistance adjustment?

Unfortunately Sears doesn't make their wiring diagrams available online, it should have come with your owners manual when you purchased the range.
