Nope, your defrost drain hole/line thats underneath your evaporator coils in freezer behind the back panel is clogged with ice, you'll need to remove the back panel inside your freezer and use a hair dryer and hot water to defrost that ice so the defrost drain water can run down into the drain hole and down to your drip pan thats located under your refrigerator.

I explained how to do this to other members here:
[FIXED] Water build up inside refrigerator (model 106.70277990)

You might want to run something down the drain hole to make sure you don't have any obstructions.

I use a evaporator cooler spider snake:

They are used basically in Arizona to clean out the water pump tubes that run to the cooler pads.

I don't know if they would sell them in your area, but if you go to your local hardware store, they should have something similar to run down your drain to clean it completely out.

thanks Jake!

after posting i took some time and read a few posts, and got the general feeling that was what was needed, so i took the back off and ran a piece of weedeater string down it, it had a jam about 3" down, tested it with pint or so of water, so it's fixed,(i hope)

btw, this frig was GIVEN to me because a tech said it would cost about $40. to fix it,
