Did you verify that nothing was blocking the fill tube?

I would make sure your black rubber fill tube that puts water in it from the freezer ceiling is not clogged with ice, sometimes you can't see the ice blockage up in there, use a turkey baster and shoot hot water in there, then get something to run up in that fill tube, a small Phillips screwdriver perhaps, or
I use a evaporator cooler spider snake:
http://www.azpartsmaster.com/Products/Cooler-Spider-Snake__CLR4690.aspx

They are used basically in Arizona to clean out the water pump tubes that run to the cooler pads.

I don't know if they would sell them in your area, but if you go to your local hardware store, they should have something similar to run up your black rubber fill tube. Remove the ice maker first to get better access into that black rubber fill tube.

If that black rubber fill tube is not clogged, then its likely your water inlet valve thats located in the back of your refrigerator.

jptl explains how to test it:
Testing ice maker water supply at the solenoid

Here's the water inlet valve for your model:

Default Verification of Water Inlet Valve

I checked the water inlet valve as you described and water came out of the black hose in the freezer where the ice maker should fill up. OK now I am at a loss.

Thats very odd, don't know what to suggest now, unless you want to order the optics kit and ice maker assembly and return the one you don't need for a full refund.

Thats the only 2 parts it can be.

Default I'm confused

What is the optics kit....could it be the ice maker itself is not sending the signal to the water valve solonoid to fill up the ice maker with water.......I tested the ice maker again by shorting the test points and it went around again (the LED blinked) and it stopped at the top....no water.

Yes, I think its more the ice maker assembly not sending the signal to the water inlet valve.

And like I said earlier "Usually when I find the ejector arms stuck down in the ice tray, then 9 times out of 10 its the ice maker assembly thats bad".

Here's the ice maker assembly for your model you can order:
Complete icemaker assembly

Manufacturer's Part#: 2198597

Here are the optics boards you can order for your model, they come together in 1 kit with instructions:
Manufacturer part number 4389102 is RepairClinic item number 921526

Default Ordering Question

I went to the website you suggested and looked at the part......the problem is the return policy. It states if I plug it in it can't be returned. How do I determine if this is the part in error if I can't plug it in?

Thats only for people who go to their site directly without coming through here first.

We have a special program with them if you click-through the link I posted to order it, 30 days full refund plugged in or not.

If you have any problems returning a part, Adam is our Representative at AppliancePartsPros, here's his email:

Default One Last question

Is there any way to prove it is the icemaker by shorting or applying power to the 4 lines that go in/out of the ice maker. For instance if I unplug the ice maker and apply voltage to one of the lines would that force the water valve solonoid to send water out the black tube? That would prove it was the ice maker and not a wiring issue or something else.

Nope, I wouldn't try that, unless you really want to have the 4th of July tonight in your Kitchen.

It has to be your ice maker, since your water inlet valve is giving water.
