When I came back after six weeks vacation,the 2003 unit not cool at all. All fans are always running continuously, but the compressor is deadly quiet, not even any clicking sound. I openned the back of the unit and see nothing abnormal. Thanks in advance.

Hi,
Even though you don't hear any clicking you will need to check voltage and continuity at the compressor, compressor relay/overload with a volt/ohm meter as described here: http://www.applianceaid.com/refrigerator.html#clicking Jake

Also, after I unplug the relay ,overload protector and power, I found s and m terminals of compressor are shorted together. 0 ohm.

You should have continuity between all the 3 terminals on the compressor itself, but if you have continuity on anyone of the 3 terminals on the compressor and to ground, then you have a grounded compressor.
Check the continuity, with the refrigerator unplugged, across the relay terminals, and the overload terminals, if they both have continuity, then you have a locked-up compressor. Jake

Servicesman came in and found the compressor winding is open btw c and s, c and m. Return it to depot.
