Default Kenmore-No Voltage

I have followed the trouble shooting list & if I have done everything correctly....I'm not getting any "voltage" at my gas valve. I'm assuming dryer has to be plugged in "but not on"? I do in fact get voltage to first connector at top of dryer, but nothing below near gas valve. Suggestions?

Bam is correct, sounds like you have a bad thermal fuse.
