Default Kenmore 106.56532400 Icemaker and Voltage

I've spent the last 2 days reading through various blogs in an effort to fix our icemaker. It has not been working for about 9 months. I discovered it wasn't working when the ice bucket emptied, and there wasn't new ice filling it up. There were still frozen cubes in the tray, but nothing was moving. I removed the icemaker, and just got around to trying to troubleshoot it.

Here's what I've done:

(1) I did the optics test, and everything seems fine. 2 blinks when flapper is open, steady light when closed.

(2) I did the "jumper" test across T&H - and was able to make the icemaker go through a full harvest cycle (after a couple of attempts), and it even dumped water after removing the jumper before the 10 o'clock position. The icemaker itself was also warm. So, I assume that the icemaker is OK.

However, I've not been able to reproduce a harvest cycle using the "jumper" test. Absolutely nothing happens. The Optics test still shows a solid light when the flapper is closed, and 2 blinks when open.

So, I started tracing the voltage, and what I found was the Black with white stripe wire that serves as the input into the icemaker only has a voltage reading of 65V. (there are 4 wires that lead to the icemaker- a green with yellow stripe, a pink, a white, and the black with white stripe). The black with white stripe reads 65v regardless if the flapper is open/closed, or the door switch is open/closed - all the others (white, pink, and green with yellow stripe have no voltage - which I suspected with the white (neutral) and green w/yellow stripe (ground), but not sure what the pink is for).

I then went to the receiver board, and measured the black wire - which read 115v, but the black with white stripe wire at the receiver board also only read 65v. Are these 2 black with white stripe wires connected? If so, does this mean that the receiver board is bad? I'd expect the input wire to the icemaker needs to read 110v - and that something is dropping it to 65v - I'm guessing a bad receiver board. Does anyone have a schematic that shows what wires run to where for the receiver board and icemaker?

I forgot to mention that this problem occurred around the same time I pulled out the old water filter. We have since not replaced it, as our water tastes fine. I haven't seen anything indicating that a filter is required in order to produce ice, but maybe it's something that simple. It doesn't necessary explain the 65V running to the icemaker, however.

You may have a short somewhere, I tried helping this member with a similar issue, but we were unable to resolve it.
