Question Pan under water heater

Are those pans to collect water under a water heater if it leaks installed routinely now.?

Do new building codes require them?

Not all, it depends on your state requirements now, I know in Texas they have to be on a platform up from the floor so many feet.

Its good to have the pan under it, just in case.
