You were right. I got 58 volts on the circuit measured both at the test points on the unit and on the pins with the plug disconnected.

Jake,

After changing out both boards, I still get 58 volts both places. Any idea what might be going on?

Nope, thats very odd, I would contact Whirlpool to have a tech. come out to see whats going on, you may have a short somewhere else before the ice maker boards.
