I have a kenmore washer that is shaking like crazy at the end of the spin cycle. I have checked the springs and they appear to be in good shape. The vertical on was starting to stretch out the hole, so I drilled a new hole and reattached the spring. This made very little difference. I also pulled the horizontal springs and pulled on them. By hand they all required the same force to stretch them. I did not scale test them. Other notes:

1) there is no bearing whir or whine
2) shaking only happens at the end of spin cycle when the water has drained.
3) appears to be worse when there is a larger load in it.

If I hold the outer tub and push on the inner tub they move together. If the inner tub is loose should I be able to move it inside the outer tub by hand?

The outer tub doesn't move. The inner tub sits on a drive block and is held tight by a spanner nut. You'll need to remove the agitator to see the drive block.

I took a quick look under the washer this morning and it looks like at least one of the washer base pads is missing. Any chance this could be the issue?

There's base plate snubbers and skate plate snubbers. I suppose it's possible but that's an awful lot of noise to be just snubbers.
