The screeching whining noise and sometimes locking up on the spin cycle is the clutch and basket drive/brake assembly going bad. Its in need of a major overhaul. Don't know how much money you want to put into it versus buying a new washer. It's always best to replace the gearcase as well while your at it, as it's just a matter of time before that goes out as well.
The average life of washers is only 8-12 years. So you got 17 years out of it, which is good!
