1999 Frigidaire 9950 btu ac tries to start and hangs

Tries to start but hangs up, fails and retries. I've swapped cap with one I believe to be good. Still hangs up. I changed the piece up on top of the compressor that has 2 black wires running to it surrounded by what looks like a spring (forget what it's called) with one from a working ac and still the same. Maybe it's not the correct type. Idk. I'm lost at this point.

Bad compressor then.

It's noisy when it tries. Kinda rattling sound

Nah, got plenty at this point. Parted it out. I have 4 in operation and 2 put up for emergencies. One of which I replaced the fan blades today 🙂
