Oh well. Either you have a defective new burner or you screwed something up with the wiring.
When you first turned the burner on after installing it, did you hear any kind of a popping sound or was there just silence and no heat? If you heard a pop then you connected the wires wrong and probably blew the switch for the burner. If you didn't hear a pop you could still have the wires incorrectly attached or you have a defective burner which would be highly unusual but anything is possible.
