GE Arctica Side by Side fridge freezes things on the top shelf and in the meat and veggie drawers

Help my fridge freezes things on the top shelf and in the meat and veggie drawers. Now my water on the door isn't dispensing but the ice is. Can anyone help?

This is a common kit for freezing issues...

Hi thanks yes it's BB at the end. Any videos on how to install a new damper assembly? I figured out that the water inlet valve is bad. Tested the continuity on the water and ice valves and the water one had no continuity but the ice one did. Does that sound like why my water isnt dispensing anymore? When I checked and detached the water tubing in the front bottom of fridge there was no water coming out of it when we pushed the water button on the door (door closed of course).

1/2 of the fill valve is for chilled water, other 1/2 is for ice maker....it is possible for 1/2 to fail....
