Oven does not always hold correct temperature.

Problem
Upper and lower ovens do not always hold the set temperature.

Fixes/Troubleshooting
Placed thermostat in oven to monitor actual temperature. When the temperature does not match it is off 25-50 degrees. Ran ovens at 350 degrees for over an hour.
Temperature probe in both upper and lower over were replaced 2 years ago, and test good at time of this post.
The oven control board was also replaced 2 years ago also. (Control Board 316460201 / AP3950967).
I inspected the lower heating element and it is good.

Reason for replacing parts 2 years ago: Upper oven was having this same issue.

Any thoughts on what can cause this?

Update on original issue:
The original issue was the oven would bet set to 350, and register 350 on the gauge but it was actually at 300. If I turned the knobs off and back on the oven would eventually reach and hold the temp.

Possibly the knob switch 318601700 Switch but its no where to be found and I can't find a number superseding it.
