Only 30v ac during force defrost AND service test mode.

the control board, defrost thermostat are both about 2-3 mo old.

the defrost heater ohms out at 29-30 ohms.

the service test mode was able to function all other functions.

this was the original problem when I replaced the control board a few mo. back . I did NOT test the voltage when I installed the new control board.

SIDE NOTE: I have replace the control board 3-4 times over the refrigerators life.

im not sure if there is another part that I am not aware of.

help would be grateful

You must have a short in your wiring, that's all it can be at this point.

Check every inch of your wiring harness and look for frayed or broken wires.

Yes, that's got to be the problem, take your time and check the all the wires carefully. Start from the back of your refrigerator, pull the refrigerator out from the wall and check the wires in the back where the power cord connects to, I have seen shorts in the plastic wire connectors as well, especially on the older Amana brand.

i wanted to update this incase someone has the same problem . after cleaning all the connections I could easily see and cleaning what grounds I could find. I still had the problem of not defrosting. I started taking the whole fridge apart (I was going to strip it down to nothing and start over) I found one more connection above the jazz board location. I cleaned the contacts and plugged the fridge back into the wall. now going on a few month its working perfectly ,
thank you for the help.

Excellent good find. (y)

Thanks for the update!

For others following your thread and need to know what the JAZZ board is I'm posting it below for your model.

Here's the JAZZ BOARD for your model:
