American standard Jetted tub - two of its jets are stuck

I have an American standard jetted tub, approximately 17 years old, can't find a model number, and two of its jets are stuck and I can't redirect the flow. I can still reduce/increase the flow,in the jet. I have include a picture of the jets. I have been told that I need a special tool to remove/fix these jets but that's all the info I received. Does anybody know the tool I need/what it's called/ or if there is an easier fix. ANY info would be greatly appreciated. Thanks
