FIXED ARR6420WW Amana Range - Bottom heating element receives power when off?

With oven off (breaker on), my oven's bottom element is still receiving some power. Meter is showing 53 volts across both wires that power the element. Is this normal for this make/model of range? Thanks...

Is the element cold/warm/hot when the oven is not turned on?
What/why where you testing for?

The element remains cool with oven off. When I replaced a bad element, I did not switch off the breaker and got a mild shock. That's why I tested. And yes, I know that I should have switched the breaker off before servicing. Thanks...

Then it is not real voltage.

Sometimes one phase is on all of the time and the other phase is turned on and off with a clock/control of some sort. This means you can get a shock by trying to change and element with the power still on.
