E3 F1 fault code, Whirlpool Wall oven

Model number RBS275PDQ16, electric wall oven. Elements will not heat, if I try to go through the preheat cycle, the fan will not turn off. I called Whirlpool service and they identified this code as a faulty control board. I disconnected the power for 10 minutes per their advice, code still comes up. Please help.

Ok, then to resolve this problem you will need a new control board.
Check your owners manual, some of these have up to a 5 yr. parts warranty.

Would you consider this (a new control board) to be a part that can be user installed? No offense to repairmen, but I would prefer to skip the high bills if possible.
