FFET2725PSB Double Oven not heating properly

I have a Frigidaire FFET2725PSB double oven that was purchased new in 2014. The upper oven stopped heating to full temp first. We would set to 350 and the display would show that it would only get to around 200 degrees after about 40 min. You could feel inside as well and it was only warm. The bottom oven was still working at that time. We dealt with it and just used the bottom oven. Recently, the bottom oven is now doing the same thing. Once the top oven started acting up I replaced the temp sensor and that didn’t fix it. I’ve been trying to research what the problem could be and what to repair/replace. Any advice would be appreciated!

Locate the oven relay board under the top access panel. You'll need to slide the machine out about 6". Set the top oven to bake and measure the voltage between P9 and P1 (should be 240 Volts AC). Less than 240 Volts AC, replace the relay board. Measure between P10 and P2 for the lower oven when set to bake (240 Volts AC). If the voltage checks good check the high limit thermostats, one for each oven:
