Check it first. It should measure about 1100 ohms at room temperature. If it's not reaching the set temp and the flame remains on, replace the oven valve.

Yes, if the flames for the top surface units are big enough then the regulator is probably OK. Replace the oven safety valve. Just to make sure we are on the same page, when you set the oven to 350° the oven turns on and stays on but doesn't reach the temperature set point. Is that correct?
