As stated above, we have this frigidaire double door refrigerator/freezer. The ice continually builds up in the bottom of the freezer. It has done it for years now. I have to go inside with a pick and a heat gun aand hot water to get the ice out, every 2 weeks. The drain hole freezes and ice gets up the back wall to the coils.

My appliance repair tech made a wire and wrapped it around one of the coils. He said I needed a heat source in the drain hole to melt the ice. It's been over a year and I'm still having to go in and bust up the ice.
I get water under the fridge constantly to the point I have to keep a Towel under the fridge. Water seeps out in between the white plastic liner and the metal everywhere inside the refrigerator and freezer.
I'm not sure what to do next except to throw the unit out of the house.

That will be defrost water building up and then freezing. A heat sink often helps but the main cause is usually a slowdown in the draining of defrost water through the drain system.

I suggest you fully defrost the refrigerator for 12-24 hours with the doors open. (Ice can remain in the drain system even if the surface gets melted.) Then access the drain hole under the cabinet and use compressed air or water to flush any obstructions out, up into the drain trough above. Cover the hole with a cloth as food residue can go flying everywhere.

Once thoroughly blown out, flush again with warm water from the top, reassemble and monitor.
