Frigidaire FRS3LR5EM0 evaporator fan cycles numerous times before staying on and compressor starting. Unit cools fine. Each cycle causes a loud clicking sound, could be the fan housing mount.
Fan cycles on for a second and off for 3 seconds about 12 times before staying on. I checked the fan and found the voltage to it is cycling.
Is that a normal start up procedure or could the adaptive defrost board, where I understand power comes from, be the issue.

Its the ADC board, but its no longer available from the factory:
