Gas Dryer Coils Metal Sleeves

Old dryer ignitor glows no flame. Tested all components. They are all good. Realized I'm missing the metal sleeve inside the coil. Do I need this ?

It's a whirlpool LGQ7030KQ1 . Little more background on it.... approx 3 or 4 years ago I replaced the coils. Last year we bought a new set. I saved the dryer for 1 year in case someone needed it. When I hooked it up and it didnt flame I tested all components. Then realized I dont think the sleeve was there the last time I replaced. So I think it worked all this time without it. Idk if it's no sleeve or that it sat forbade year and now the gas valve or maybe flame sensor is stuck. All tested good for continuity. I may end up buying a new dryer for my daughter but now I'm curious as to what it is. I cant let a dry beat me. Any help is much appreciated. Thank you

Yes, you do need the metal sleeves.

Look inside the old gas coils, sometimes they get stuck in them.
