I had the classic UI issues described on this forum and ordered new UI and installed and it is still dead

Main control board fast flash green led
Checked voltage on output to UI and got 13.1
Parts diagram on GE says the original UI board is no longer available and new board is part number WD21X31904. I confirmed with appliance part strore locally and had them ordered part.

Installed and nothing. Took everything a part again and checked all steps and still nothing.

Have turned off breaker for long periods of time with nothing.

the new UI board does not have any jumpers so is there a software that only GE can do or so I possibly have a bad new board?

One other question that could be related, the main control board flashes fast green whether I have the UI plugged in or not. Does that mean anything?

Yes, it sounds like you received a defective UI Board, contact the place you got it from and they should give another new one for free.

Your machine control board underneath the dishwasher STATUS LED should be blinking on it continually.

That I don't know on this model, but plugged in it should flash continually.
