GE GDT580SSF0SS not heating. It was not filling with water so I replaced the flood switch and now fills however now it does not heat. I checked the heating element with my multimeter and shows 16 ohms. Any suggestions?

Was it heating before you replaced the flood switch? You might have a defective flood right out of the package.

To verify that--->First ohm test the flood switch. A bad flood switch would make it not heat at all.

--->Ohm your flood switch resistance with a multimeter set on 20K ohms.

the resistance across pins 3 & 5 on the flood switch should be about 11K ohms at room temp, and 1,300 ohms at 175 degrees.

It was heating before.
I also noticed it does not drain fully now.
I will test the ohms of the flood switch tomorrow.

Yes, do that, seems that flood switch may be faulty.

It should read 11k ohms at room temp.

Ok, good.

Next, disconnect power to your dishwasher and check the TUB TCO(Thermal Cut Off) and see if its tripped. If so, press the button IN on it and see if it resets.
