This started happening at the beginning of the month. I would set to preheat 350, the oven will show it's done preheating but it's barely warm inside. I can go to 400 degrees, and same thing. I decided to buy an oven thermometer and I checked the temp and it doesn't exceed 225. The bottom oven works perfect and has accurate readings.

I tried "calibrating" the oven by increase it to the max, which I think was 32. That changed nothing. I turned off the power via circuit breaker for about 20 minutes, turned it back on and that made no difference either.

Has this happen with anyone before? Any ideas on how to fix it?

Just found out how to find fault codes (hold 2 + bake). I am getting F722 (Inactive). Occurrences 13.

I haven't worked on this model as of yet, but a few others had this same problem:
I can tell anyone who reads this thread in the future when the oven is working correctly the cooling fan starts to spin at 190 degrees, if the CPU does not get the feed back it shuts off oven at 250 degrees.
Here's that blower motor(cooling fan) that's in the service bulletin, in case you or others need it:
GE changed the part number WB26X29060 to part number WB26X32571

You think I need an entire Blower Tangential and not just replace the igniter? As I do not hear the gas ignite or see a bright blow on the upper oven. So I removed the cover to the bottom, and then turned on the oven and there's no spark or anything when turning the upper oven on. So I am thinking it may be just as simple as replacing that igniter.

No, what I'm saying is if that cooling blower motor is not working properly it won't go to your set temperature at 350 degrees F.

When you first start the upper oven, does the gas fire up within 45 to 60 seconds of you starting the upper oven, but just won't go to 350 degrees F?

Ok, I see what your saying now.

In that case I always check for 120 volts with my meter to the igniter glowbar when it should be glowing when you first start the oven.

If your meter reads 120 volts and its not glowing, then its bad.

Here's the igniter glowbar for your model: Igniter Glowbar WB13X25633
