FIXED GE Cafe - oscillating voltage from MB to inverter CYE23TSDCSS?

Thanks to plenty of prior posts I replaced the inverter board on my 8 year old GE fridge and it's working fine again. However, when checking the voltage to the inverter board I see it fluctuates a lot, as in the meter not staying on the same voltage at all (moving around all the time, within a range of +-0.5V. When I replace the MB for a new one I got as I was troubleshooting the inverter fault, I noticed the new MB sends a steady voltage signal to the inverter board. The current, old MB does not send a steady voltage signal.

1) Is this by design or is the MB faulty as well?
2) Could the oscillating voltage from the MB have caused the inverter to fail?

The MB was more than $250 so don't want to keep it unless really worth it!

Those are good questions, but I don't know either.

Another member was mentioning the same as you per the voltages:

9 times out of 10 the compressor inverter board fixes it, so I wouldn't install the MB(motherboard) since the compressor inverter board fixed yours.
